The White House is making a new plan for reporters to ask questions in small places like the Oval Office. The White House also said the press secretary, Karoline Leavitt, will choose who can ask the boss questions. People who saw the plan told others about it.

The White House did not answer questions on Tuesday evening.

Last week, a judge said the White House was wrong. They stopped AP reporters from going to events because the AP did not want to change the name of the Gulf of Mexico. The judge said the White House must treat the AP the same as other news groups.

The day after not following a rule and still stopping AP from coming, the White House told some reporters about a new plan.

For many years, the White House Correspondents Association has chosen reporters for small events. They always chose reporters from AP, Reuters, and Bloomberg. They also chose one reporter from a newspaper, taking turns from over 30 different news groups.

The White House said that three news groups will share two places for reporters. About 36 reporters will take turns using these two places. These groups write news stories that are used in many places in the country and the world.

Even with the changes, the White House said Trump's press secretary can still decide which reporters are in the group each day. The new plan also says reporters can be in the group no matter what their news company thinks.

The AP news agency is very unhappy because the White House did not let them come back. Instead, the White House stopped all news services from coming.

"News agencies work for thousands of news companies in the U.S. and around the world," said Easton, who speaks for AP. "Local newspapers and TV channels in all 50 states use our stories to tell people in their areas what is happening."

Easton said on Tuesday night that the government is not respecting the basic American right to speak freely without being stopped or punished by the government.

The reporters who work at the White House said the government wants to choose which reporters can write about the president. They think this means the government might still choose reporters because of their opinions.

Eugene Daniels, the head of the group, said the government should not tell the news what to write about them.

When Leavitt was in charge, the White House gave more access to news groups that liked Trump. This was clear on Tuesday. The first reporter Leavitt talked to in a meeting asked two questions and also said good things about Trump's plans.

At a meeting on Monday, Trump was angry about questions from a reporter about a man sent to prison. He said the news channel "hates our country." He showed that he liked the questions from another reporter better.

Trump talks to reporters more often than President Biden. He likes to talk in his office. This means the new rule about talking to the media is important.

The new rule that started on Tuesday did not say if photographers could get in. Before, a photographer and a writer from the AP news agency said in court that the ban made it hard for them to quickly give news and pictures to people who buy their news.

The problem started because AP didn't follow the president's order to change the name of the Gulf of Mexico. AP style says that Trump wanted to call it the Gulf of America. McFadden agreed with AP that the government cannot punish them for what they say, because they have the right to speak freely.

The White House said that letting reporters see the president is a special favor, not something they have to do. This means that the White House can decide who gets to see the president, just like they decide who gets to interview him alone. The president's lawyers also said that even after the court's decision, the Associated Press will not always be able to go to public events with the president easily.

The government said that no other news group in the US gets the special access that the AP used to have. They said the AP might be used to being special, but the law doesn't say it has to stay that way forever.

The government asked a higher court to change the judge's decision. They will go to court on Thursday to say the decision should stop until the case is finished. The highest court in the country might look at it later.

The government has not stopped the Associated Press from getting information from Mr. Leavitt for two months. But they did stop their reporters from going to events in the East Room of the White House. This changed on Tuesday when one reporter could go to an event with the Navy football team.
