New York has stopped building big data centers for one year.
Governor Kathy Hochul signed an order on Tuesday.
It is the first statewide stop of its kind in the U.S.
The order targets very large data centers.
These centers have thousands of computers.
They need a lot of energy and water.
The move wants to protect the environment and the energy system.
Hochul said progress should not cause higher bills or water shortages.
The order stops state permits for new big data centers.
It also tells regulators to make rules about energy use, water use, and other effects.
The decision starts a national talk about AI rules.
President Donald Trump has warned states not to stop the AI industry.
Tech companies say such rules hurt jobs and help China.
At least twelve states have proposed similar stops, but few have passed.
Dan Diorio of the Data Center Coalition said the ban will send investments to other places.
Hochul's Republican opponent, Bruce Blakeman, does not like the stop.
He said local governments should make their own deals with tech firms.
New York has not yet been a main place for the biggest data centers.
